No? conrail splitted into NS and CSX in 1999, and the conrail locomotives you see in this video are actually owned NS. They were being patched around 1999-2013

Those were Ex Conrail locomotives which is why they dont have blue and white patches on the side for their number classifications.
Ex Conrail back in 2010 a lot of them were in Ohio, Michigan, Pennsylvania and New York.
