It’s interesting how NOOSE is better. Back in the day, the Feds were arguably the toughest because they came in fours per car with MP5’s. They drove like maniacs and they had laser like aim no matter what you did. The only reason the military was not necessarily the best was because they worked in pairs and they relied on their tanks to ram you.

Seems like npcs are being generated randomly. Why did new NOOSE units appeared in the middle of the second battle?
