so funny thing, this was actually my second attempt at killing this guy, i was unarmed and unprepared the first time and he gunned me down inside the satellite, so i came back slightly more prepared 😄

Heh, theres nothing stopping you from firing at orbital stations, its not a "hard no fire zone" like they have at grim hex and major landing zones where your weapons are disabled. I think the logic is that there are extremely powerful defences at the orbital stations and they "generally" do an ok job of preventing people like me from ganking there. Just gotta keep moving and they cant hit you lol servers are too slow :D
