If there are going to be 30 or so characters, why not. But if there are about 20, Akuma, Ryu, Ken and Sakura should suffice.

If Street Fighter V surpasses Street Fighter III in the timeline, Dan would be a great character to put into the rooster, let's say that he was gone for 6 years into a land where not another soul was there, nobody seen him since then. When Dan was gone, he was doing raw hard core training to achieve physical and mental perfection, and make him a charge character.
if by "surpass" you mean "take place after", no, it doesn't. SF5 happens between SF4 and SF3.

well, i think with my brain. and Alex has already made the cut, and they will be bringing Urien in some time soon. sure, not to mention Charlie, Birdie, Karin and Rainbow Mika, who were among the 16 initial characters.
Andrey Kusanagi I know about them. But I am thinking about future.... correctly 2017 or 2018. Which one character will be as DLC. yeah, i saw those, but i'm currently thinking of them as a "where are they now" sort of thing. like, we'd Abel seen in Guile's story - the one with the Shadaloo uniform was because he was infiltrated, and we also saw he injured his arm, hence the sling, which means he won't be fighting any time soon. also, i read somewhere that Gen passed away some time after the events of SF4, so he's another character ruled out. i think they will either bring back characters for whom they didn't make those arts (strangely, E. Honda is one of those - i don't hate him, i just see no reason for him to hang around since he's not that important to the SF storyline) or they're still deciding who will they bring in for Season 2.
under that logic, so far we still have, aside from Honda: Fei Long, Dee Jay, Dan, Sakura, Rolento, Gill, Twelve, Crimson Viper and Hakan.
not to mention Evil Ryu (which i rule out, but not entirely, since Gouken has purged the Satsui no Hado from Ryu, but he hasn't been able to fully control himself yet as we saw in Rashid's story), Oni (which i take for being non-canon as the concept for Akuma shows a different look as if they'd merged - i assume Akuma had managed to conquer Oni from within) and the Dolls (few of the ones which remained with Shadaloo are combatants - namely Decapre, Jianyu and Xiayu. Juni is under Cammy's custody, and Juli is living somewhere as an empty shell of whoever she used to be).

So if Sodom be added, those characters like Cody, Guy, Maki, Haggar, Poison, Hugo and etc will back.
I think Twelve will back cos he is Urien's puppet and Necro was also visible in Rashid prologue. Necro is one of his informator when Rashid's check the message's box. I wonder if they add Remy?
What is more. In the 1 April 2016 I checked SFV wiki and there was added DLC calendarium for October, November and December of 2016. There were DLC characters like Twelve, Abel, Rufus, Akuma, Q and LEE from original Street Fighter. Buddy, I nearly shitted my pants when I saw this. And what I say they delated that information from wikia next day. They also delated information about story mode for Juli. I don't know what I can say now. I didn't make screenshot of this. Nobody believes me. Maybe that was joke, maybe not.
You know? I really want in SFV any polish character. That would be the first polish fighter in fighting games ever. I know that in Tekken Tag Tournament (probably) 3 was stage in Poland. That circus. I was planning to write the traditional letter where I tell about it and send that letter to Capcom. But I am still thinking how would be that character's concept.
well, i really did want Sodom to come back. been playing a lot with him in Alpha 3, i'm not good with him, but he's a fun character, and i liked the redesign they gave him. plus returning to your initial question, he's the only Alpha-era character that hasn't been rendered in 3D yet (unless you count the Mad Gear Hideout stage in SFxT/USF4).
i'm thinking they have something planned for the redesigned characters, either to reintroduce them to the series or just to retcon their appearances (as i imagine to be the case with some of the SF1 cast - like, they've already said Balrog will be coming back, having Mike would be redundant because his style isn't as dissimilar to Balrog's as Dudley's was). anyway, i'm still gonna wait and see what Capcom has planned. Ibuki is coming out now, and probably Story Mode will be in at the end of the month, and there's three more characters to come out this year.
as for your idea, good luck to you. make sure you come up with an interesting concept that represents your country well (since that's kind of the point with Street Fighter characters) - without being offensive, of course.
