The fact the middle bun is just a normal bottom bun means that they are likely just throwing all the excess top buns in the bin at the end of a shift. You'd imagine it would be going to a food bank, but either it's a huge amount of waste.

I bought one last week and had a top bun in the middle of mine, complete with sesame seeds. It makes sense, I can't see Hungry Jacks wanting to waste money throwing out half a bun for every burger.
