If you don’t use all the potting mix when delivered can it be left to use later? Do you cover it?

Yes you can leave it for later. We have a pile always sitting waiting. If you have cats around you may like to cover it to stop them toileting in there)

Do the potato bags need to be cleaned with bleach after each harvest, or can they simply be used again and again without cleaning?

You could do so if you have had disease issues. But otherwise you would just reuse the soil and plant again or plant another vegetable as an in between crop.
