The contingency makes no sense. It would make more sense to troll his enemies by making sure whatever he built would outlast him and his enemies and crush all resistance.
Palpatine was always very selfish and kinda a jerk, and he believed that everyone needed to suffer if he died. Hence, the Contingency. He wanted to punish the parts of the Empire that he believed were unworthy and only allow the worthy to live on. Of course, there were other purposes as well, but that's the surface reason.
@Not Todd Howard Remeber, palps and the first order went undetected for 20 years while the Rebels where demilitarizing the remnants of the empire that were not worthy. They had time to prepare and a weak foe to fight against.
It literally makes complete sense according to Sith Philosophy. He made tbe empire degrade to warlords, forcing themselves to fight amongst themselves and showing the survivors who proved themselves to his secret base where he had already been building a new secret fleet. Meanwhile imperial sympathizers in the senate funneled them money and manpower and ex imperial officers until they got ousted from the republic and they fled to the unknown regions to meet up with the new first order. The rest of the remaining imperials who weren't crushed and demilitarized4 hid in remote systems and/or gradually joined the first order and shared their secret research with the first order ruling council. The reason was to ensure only the best, brightest and strongest would form the first order while the New Republic became stagnant and toned down its military to a peacekeeping force. The resistance is a separate guerrilla faction funded by private interests and military defectors from the New Republic

It would be one thing if the Empire was losing and doing a scorched Earth policy. Even with the Emperor dead, the rest of the Empire was intact. Gallius Rax is a shadowy figure largely unknown to the galaxy, or the Imperial high command. They'd have no real reason to follow him once the Emperor is dead. In LegendsThrawn was the highest ranking person left in the old Empire and he had trouble getting support on his side. If Palpatine was going to come back, he could have easily used his own remaining infrastructure and resources left to plot his return. He just shot himself in the foot and destroyed perfectly good resources that would have been lost in the infighting and chaos. The whole idea of the Final order and the Sith Fleet was dumb and a half-baked storyline that resulted from the Sequel trilogy being poorly planned and poorly written. None of the Imperials would have realistically carried out Operation Cinder potentially wiping out loyal worlds which held their friends and family. Hitler had something called Operation Nero to try and burn Germany to the Ground, but this order was issued as the war wars lost and the Allies marched towards Berlin. Even then, the Wehrmact refused to enact the plan.

Why does Battlefront 2's story sound so appealing?? Why isnt this canon and in the movies? It would make a sick movie...Bladerunner like...JJ should get insight with Ridley Scott...Episode 9 needs some good thought out narrative/flashbacks ..We want to know what happened after the Death Of Palpatine...!!!! Disney doesnt give Palpatine enough storytime!! The Skywalker Saga was built on Palpatine aka Sidious's great deception...Snoke sounds more like a close pupil...to Palpatine...who played it safe and let his friend overthrow the Senate and Destroy the Jedi..Snoke was a scavenger and knew how his friend Sidious manipulated Anakin...Thats why he came into the scene with the fall of Sidious...Using Palpatines/Sidious teachings he seduced Kylo/Ben Solo...
