Hi Linda! I know this tutorial is old but I've just found your channel a couple of months ago and I'm absolutely fascinated with all your work! I'm making these hats these season although I do not have them "naked ready to use" in my country, so I'll have to, first, produce the hats and then, decorate them. I already downloaded the pattern for free and I'm working on the combination of fabrics. Also, I'm going to modify a couple of things: I will use tiny eyehooks as hangers, rather than wire. And I'm not going to rust the bells and the safety pins. Instead, I'm painting them (and the eyehooks) with Rust Oleum Textured in brown, which has exactly the texture and color of rusty iron. I love all of Rust Oleum varieties and they always solve any diy's issue for me. I have an assortment of different kinds of acorns, but not mini pine cones, so I think I will go with that. If you have any email where I can reach you, I'd love to send you pics of my final results! (I'm also working on your Gingerbread + Hearts garland !!).
Or why not just make hat from cardboard! Toilet roll tubes are fab. And it's for no cost! Iv also used the empty card from ribbon that's already hat shaped!

You could also use pool noodles as your stryfoam!?!? Just a thought, and it would be cheaper. Obviously, you'd have to cut them differently.

Only thing g, Nikki is that a TP roll doesn’t give a mad hatter style top, but a McDonald’s cup does.

Could you make a cone that fits up inside the hat and then tape it for size, take it out and cut off the tip to get the height of the hat?
