Hi. How and where are the debaters supposed to get reliable sources of information to prepare for the motion with the given subject, with only 15 minutes to prepare??? The debaters who debate with stats and facts on hand, how do they get those? How do they write down their speeches, cue cards, or drafts that help them during their debate in just 15 minutes??

      They just do.

I'd like to provide a bit more complete answer.
For my credibility, while I am new to BP(British Parliamentary), I am a bit experienced in AP(Asian Parliamentary). I've been debating on AP for about 2 years now. I am in no way an expert just so you know.
In the Asian Parliamentary format, you are expected to speak 7 minutes to 7 minutes and 30 seconds. You have 30 minutes to prepare though.
In general, we use "bullet points" to write down your speech, like this but a lot longer:
      -Arg(ument) 1. Blah Blah Blah
      -Blah blah blah
      Instead of
Our team's first argument will be about blah blah blah. We see that blah blah blah, meaning that blah blah blah…
And your teammates (by the way there are only 2 teams with 4 members each in AP) usually help you with arguments if you are the opening speaker. Generally, it takes about 9 minutes to write down your speech. (It's one of those things that you get faster at when you get used to it)
For finding information, we usually rely on the news that we listen to. Usually, debaters listen to the news a lot more than the average person. I, personally, can't come up with a good example and substance to use in debates, maybe 1 or 2 now and then being gracious. To be honest, while factual examples are cool, we usually rely on just logic and common sense. Let's use the 2021 WUDC Open Semifinals motion, "THP being an average anonymous south Korean citizen than a K-pop star". I recommend you search it up and listen to it (especially Tin Puljic; they are pretty good), you will see what I mean.
I hope this answers your general question. If you have any further queries, just ask and I'll be happy to answer inside my knowledge :D
