Generally a character can have any of the weapons associated to their 'class' while certain 'roles' gain access to weapons from other character classes based on the tags that is says they have access too. Most class weapons are shown in the 'Milestone' which usually require an unlock by playing with and leveling up that character. There are a number of weapons not shown because they are unlocked immediately when the class was unlocked. For access to the incendiary grenade, for instance, any gunner roles will be able to use it, while the Driller's second role INTERROGATOR has access to any classes [Fire] tagged weapons and the Engineer's third role DEMOLITIONSIT has access to any classes [Explosives] tagged weapons - so they would each be able to roll incendiary grenade because it has the [Fire] and [Explosive] tags.
