There are a *plethora* of variables when it comes to boat ramps & pricing. This ramp was in the 50K-ish ballpark by the time all was said and done (and done right).

Concrete by itself is porous and "grippy." That said, if you pour them yourself you can put a nice broom finish on the concrete segments before they begin to harden.
This is great - how far down do you typically go?
In MN, 10 feet waterward of the shoreline or into a water depth of 4 feet, whichever is less (unless permitted to do otherwise).
