As a person that plays Hu Tao with Yelan, Xingqiu, and Zonghli, I can say that Hu Tao is useless against anything that involves many small targets. Also, Arlecchino straight up does more damage, does AOE, and never runs out of Pyro application. That being said, no power creep in the world can make her stop being the character with the most fun mechanics and gameplay. Don't pull her if you just want a strong character, but give her a shot, maybe you fall in love too. Dashing through enemies just feels so good.
One thing hutao plunge is better diluc and gaming is she doesn't stay in Bennet circle impact. Diluc and gaming can out dmg hutao because they can vv shred, although hutao can use bennett and vv shred as well but the she can't do CA combo due to lack of hydro so the dmg is literary the same as putting yelan/xingq to do N1CP combo

That was a problem exclusive of her, because her playstyle (9 times: 2 Normal 1 Charged at C0, 12 times C1) and her down-time was too long (13 seconds) and there was no way to fix that. If you played her like an average player, she would lose dmg that even Yoimiya, taking in count how clunky her playstyle is. she can match with her in dmg in single target. While Xiangling, just with Bennett, can whipe every escenario with a more simple playstyle and less resources. Even they try to make a "Funerational", but Bennett was a better option than her, even if he goes as a dps (something I forgot to mention is: Thunderfury Bennett was something who can compete directly with the best dps at that moment), more energy and buffs. Everyone knows that Xiangling does the most dmg in those kind of teams (International y Rainden National, Xiangling still does the most dmg). To this day Xiangling is still the Best pyro Dps in the game. Other thing you forgot, is Hyperbloom Teams. Those teams are absurdly easy to build and play, even if you miss the rotation. Those teams fullfill the niche of single target beating Hu-tao, and the worst part was they were good in multitarget.
I think you dont even play hutao bro, wtf is 13s downtime, her E cooldown is 16s with 9s buff and can extended 1-2s more, the rest of the cooldowm time is to set up supports to start a new rotation.
