This reminded me of when I was in high school and I used to draw anime fanart but I could only afford water based markers. I didn't like the streaks and how they ruined the paper, so I somehow guessed my way into developing a technique (this was before I had access to internet) to achieve a smooth finish: I would do a full "under-paint" in colored pencils and then layer the markers on top, so that the waxy finish of the pencils would slow down the markers from drying out to quickly, giving me just enough time to perfectly blend any streaks with qtips or small cotton swabs. Also I had an entire pencils+markers layering chart to obtain specific shades by taking advantage of the transparency of the markers... what a time!
