When can / can't college coaches talk to the HS student? Must the student be a specific age or grade?

The rules can vary by sport and division level for when a college coach can contact a student-athlete. However there are limited or no restrictions on when a student-athlete can contact a college coach. How that coach responds may be limited, but it's always a great idea for student-athletes to initiate contact.
