After the set up phase, I understand its possible to build settlements or cities in the brown and purple intersections, but its posible to build on the intersections with red exclamation points? Or its not possible during the whole game... thanks in advance...
That is a very good point. You cannot build settlements in the intersections with red exclamation marks during the whole game. You can build settlements in the purple and brown intersections after setup. Enjoy the game.

That's a very good question. I would say yes since building a stage of the wonder is like building anything else. Enjoy the game!
