Need a high configuration machine for importing D5 car animation or else use low poly cars. There's also scale problem while importing cars into scene.

This is correct. You ll need a high system and also scale issues are there to resolve.

how do you solve the clippers problem where it rotates with the tyres which isn't suppose to be so

It is from 3dsmax, you will need to separate it from the tires.

Did the import come in as .abc?
Are you getting a yellow icon beside the .abc?
