Looks like mid July is when heat waves strike (bring both long and short cloths). August seems to be warm (shorts and shirt mainly). Then September it's back in the 20s. I like "hot" destinations so anytime I have to wear pants I think it's "cold" haha.

I lived in Rouen for four weeks and enjoyed it. I feel speaking French would be necessary to stay long term in order to make friends. Plenty of day trip stuff, especially with Paris being so close. Antwerp is really nice though, and I’d expect you’d have more to do/see/visit there. Probably comes down to which culture you want to immerse yourself in.

p.s. We are from South Africa - where our current city does not go below 16 degrees celcius at night during winter :)
