i suggest your tenants pay a security deposit that is refundable if the house is left in good condition. Also in the Lease agreement make provision for annual inspection of the property.
My dear, this is the reason, I chose to not do a yearly lease. It’s an Airbnb and it’s much better. I only will rent for a week and up to a month. Cleaner’s go in three times a week. Not just to clean, but to observe. It’s been great the last 3years.

Looks like normal wear a nd tear to me. After almost three years of occupation you're crying about loose toilet and stiff windows, put oil on it. The paint job was probably substandard to begin with like everything else in Salone. And the moisture in the atmosphere will also cause the walls to turn black and brown like that. Landlords in Salone get their lump sum then don't believe they should maintain their property throughout the years like they do in the west and they don't know justice. So hell no you dont get a deposit. You know GOOD AND WELL that if this was the in the Western world that place would have been REALLY TRASHED. And they left out in a reasonable time. But they did fumble the keys. You need to toughen up or get out of the game because that place wasn't bad at all for the amout of time they lived there.
Stop using cheap materials when you know some tenants have no way to repair. Wear and tear is normal in renting long-term. You don't need a law for that, all you need is good communication skills, by checking with your tenant and asking if everything is ok.Are there any repairs i need to make in the apartment. This said a lot about your company to put this in video on the internet when you didn't mind your property business and using cheap paint, pumping materials. This is known as a slum lord who takes the rent and thinks everything will go right ! 😂 everyone cannot be in this type of business ! You are to focus on money not your tenants. Live and learn !
