I pre-painted the filler black, as my Caprice is black color. I used a flat, low profile and long socket driver with swivel head to install the upper bolt for the rear bumper filler. Only Harbor Freight has that style driver. It made installing that nut a breeze.

Yeah those fillers are most definitely needed on 70s-80s GM cars and trucks. Don’t see how dudes dump a ton of cash into the cars and ride around with the fillers missing LOL. And I think they’re supposed to be set underneath the bumper not sitting on top of it
