It depends on the base speed of the champion. It increases the aura by 35% at 6*. So arbiters 30% speed aura would normally give her 33 extra speed (110*30), 35% increase of that is 44.55. So it gives a 11.55 speed increase. It also weakens the enemy team aura by 20%. So if we assumed an enemy arbiter with no blessing it would be only getting 33*0.8 speed, or 26.4. So it's giving 11.55 speed to you and taking away 6.6 speed from your opponent for a total speed difference of 18.1.
I probably should try it. It's just tough because if he doesn't do enough damage to 1 shot a stoneskin champion he's kind of useless and it's hard to get a good enough build in some sort of divine set.
Would a divine set work to activate his passive? It specifies that it only ignores crits when there is a shield placed by this champion. If a gear set makes that passive work it sounds so good

How to you count out how much a Intimidating Presence gives ? Lets say you have 400 speed on your arbiter! How much will a 6 star add ?

@@bobobear-l6zhe has a skill, A2 I believe that ignores SS. He can one shot nukers who are in SS but supports are generally too tanky.
