You wrote that "Any II-7 may be substituted with a V7 built on the same root." What does this mean? If I have a Gm7, I can replace this with a G7 (and vice versa)? If so, that means I can have a chord progression going Gm7-G7-C?

Yes gm7 can become G7 but not vice versa. At least not according to this rule. A better example is... Dm7-G7-C becomes D7-G7-C
