I have the s4 with a canopy and sides its a beast to own
I have driven mine over 30 miles and it still has a full battery the journey I went on consisted of steep hills and curbs inclines etc all handled with ease

If you're 6 feet + tall you have to put the seat stem on at least 4th hole down (has 5), Lockable front basket makes noise if windy day as it only locks on one side (should of kept basket). cup holders only hold the thinnest of water bottles & rattle about as there not very deep.

The UK cost is £4500 and if you search your local area you should find a supplier with them. Although in different countries it has different names. 👍

It could be a few things like, the batteries, charging socket, charger or even the controller.
My advice would be to get a local Engineer to test the charging system 👍
