I would have the Sam home brewed fan dipole. But my new unlimited budget antenna would be the same rotating tower/beam setup as Tom W8JI has just to my south in Barnesville, GA.
Ground gain is a huge advantage at VHF frequencies up to 6dB advantage over clear ground at heights 1/2wl or more 👍🏼 hence why EME ops it’s best when the moon is at the horizon.

I'd pay someone to develop an HF multiband phased array and buy every house on my block to make space for the antenna.
