Biggest reason is commercial drivers licensing. If you have trailer over 10k gvwr you generally need cdl. If you have just roll off truck you can go up to 26k gvwr before needing cdl. That is basically it. There are exceptions but broad strokes reason why there you have it.

@@justinallmond3855 Where did you get your numbers from for a CDL? It's the same for a trailer. It's the GCWR that determines needing a CDL when pulling a trailer for hire. Let's say you have a 10k rated truck with a 14k trailer, 24K GCWR, you don't need CDL. But if you have that same truck with a 18k, rated trailer, 28K GCWR you'll need a CDL.
