Now a days plinth beam is more beneficial instead of dpc. Even though its expensive but it will work two ways, it will prevent cepage and bear the load of walls and prevent cracks.

@ 6:32 - Saline water might rise through capillaries in plaster on DPC. So I would suggest telling your neighbors to remove the plaster from the outer exposed surface of DPC all the way. This will disconnect the plasters above and below DPC. I can see a line at the DPC level on your house.

I agree with you, my neighbor house has lot of other issues, their total construction is faulty due to low quality material. It is affecting my house as well, I will discuss with them.
