it all depends on the story the video , can be 3 minutes, 5 minutes 10 ..15 minutes it depends on the type of animation you're making and the purpose of it :)! you can make even longer ones like 30 minutes if you want but they would take a longer time so it all depends on your goals as well :)!
you can use a tool called sketch animate, i showed it in one of my other video called "how to make faceless kids educational cartoons" . there is also a new tool which makes it even easier to do absolutely ANY animation movement, I will make a video about it soon, but the only thing is you can't design your own character for it as yet. so for now sketch animate is the best

you can utilize either version of canva free or paid but with the pro version you would get access to way more files :)!
