The city needs to enact some zoning laws so these burned out homes are raized and replaced. If the property owner doesn't do it, seize the damn property. Have a zero tolerance policy for squatters. Fix the streets. Evict/imprison the drug dealers. Confiscate illegal guns. And on and on. It's obvious that there's a lack of leadership in that city.
