4:45 - Basically yeah. Too much competition and heat in cities. You can make more profit (by charging more), have less competition and less surveillance out of the city. So these lines are set up.
Go to some seaside town or place in the countryside, find some nittys, give them a tester and your phone number and tell them to give it to their fellow abusers. Then you end up getting one in debt and taking over their house/flat as a base of operation. This is done by exploiting money hungry teens and kids. Kids as young as 10 are sent from London (or other city's) with packages and aren't allowed home until it's all gone. Then they come back with the p, while another kid is sent upsah with the reload to replace him.
If feds comes, stuff get's flushed, people pretend to be related to the homeowner or a fellow nitty or they climb out a window etc. Kids rarely get in serious trouble as they claim they were forced into it. Kids get 100 a day while person running the line gets thousands. Line holders can stage a robbery on the kid and force him to work off the debt.
You will see missing children posts in London quite often but 9/10 they got sent OT.
Feds only properly clocked onto it in the past 5 or 10 years, and now different police forces work together to tackle it and have special teams/departments for it. People blame drill for making it bait, idk about that, people were rapping about it in the early 2000s. It started in the 80's by Jamaican Yardie gangs, by the 90's Scousers (Liverpool) were doing it too.

Rappers are usually saying County lines, not Country, England is split up into Counties (similar to US states although much smaller and less of them of course), moving drugs to sell over a County line becomes a more serious offence than just selling drugs.
