Two main reasons. The primary reason is it allows them to mingle with mortals to better understand them, helping them learn how to better use their power as wedges for the sake of the skies. Secondly, remaining in their dragon forms too long is hazardous to the skies. Galleon is a prime example, as her simply existing in dragon form creates earthquakes just from walking, and a simple movement is enough to destroy entire islands due to her size. They also have their own personal reasons, such as Fediel wanting to investigate dyads to better understand how mortals create life, since her role as the wedge of death makes this harder to understand, and Ewiyar choosing a form that mortals revere because she wants to be praised all the time. I think it's their personal reasons and their personalities that influenced what specific forms they chose to take, Ewiyar being the clearest example.
