yes and to be honest you cant water proof it
the shaft its connected to it is sealed but the pull start itself will always fill up with water not a big deal clean it out once in awhile

@@fourtraxguy6784 I wonder if you could find a very small rubber plug that could slide over the rope right up by the handle , or it would be smart If the bottom of the rubber handle for the pull rope would be the plug, so if you need to use it you would just unpop it and plug it back up when your done
