Penny wise, I think, loses through sheer power of belief that he loses. Like, Kratos would believe with all his heart he could kill It, and so whatever psychic binding It is drawn by, will make It mortal to Kratos. I can’t think of very many horror creatures Kratos would lose to, but among them, SCP mostly make up the top 10. It would require that much opness.
People think because the real form of it is outside of the universe they think he is outversal, he is just on another plane of existance, and when an avatar or he himself enters to the "real" universe he is bind to the laws of that universe.
