So let me explain what is going on here. This location is one of hundreds in the Wasteland that will spawn a random encounter when you approach it. The first time you approach this and the hundreds of similar locations the game will roll on a meta chart to see if this location will spawn a random encounter once and be done, or if it will generate a new encounter every time you approach. This location in this game is set to generate new encounters every time you approach. There are several series of encounters that look identical but have several different variations. The safe encounter has a usually locked safe. Sometimes there are monsters guarding it, sometimes a scavenger claims it is his, and sometimes an NPC spawns after you pick it. Sometimes nothing happens other than encountering a safe. The underground doors has 3 variations I know of. One is the doors not working, one is the doors being boobytrapped to explode and not working, and the last is that shelter you see here. There could be more variations. Another common random encounter with variations is the locked refrigerator. Finding a spot like this gives you a chance to see a lot of random encounters. Swing by every 2 in-game days to see something new.
I appreciate the explanation, I realised I had made an error, at least in saying that if you pick the safe a door will appear, I had left the location and returned later, made a presumption that the scavenger had unlocked the safe, I have come across the hole in the ground where the door couldn't be opened, again presumed it was a bug, honestly thankyou for the explanation, I will do my homework next time.
This is DEFINITELY a random encounter. There's always one guaranteed at that location. As someone who has started many many profiles that is always the first place I go after leaving the vault so I can kill the raiders at the tower for XP & loot
Thankyou, it was always bugged for me, just a hole in the ground, I realised after that the safe might be a completely separate spawn, and I got fooled by the brahmin trap 😅
It's not a mod, random spawn, lots of different things happen, even some settlers doing a burial, sometimes just a hole in the ground, or the bunker can't be entered, the best way is to start a new game, go straight there after leaving the vault, reload the save just before leaving the vault, to see all the different spawns
I went to the same spot on a new playthrough, there was a dead brahmin with mines around it, the safe wasn't there and after blowing the mines there was no door, so definitely random
@@thejesterjests interesting, i found a hatch that said "detonate" near the glowing sea but it didn't let me enter maybe i need to blow it up with a grenade

That is one of the many RANDOM ENCOURTERS you can find in the commonwealth. It randomly spawns in every playthrough.

This exact event happened to me near the Super Duper Mart and also in another playthrough it happened to me between Covenant and Taffington Boathouse.
