No Bounties are popping up for me in Judiciary Square so I had to just wait 8 hours. Came back on Thursday...and it says 5hrs til bounty refresh in the area. No I just gotta run random side missions and hope someone drops a bounty contract in the area.

Public executions and hostage rescues will drop a bounty…..I know the snitch does as well, but I believe those are random crap shoot…LOL

Here is what i dont get. We need to do activities but there are no activities in that area not even bounties at least for me. A bit hard to complete when there are literary no activities to be found. I feel they do this intentionally cause it aint the 1st time. Anyway thnx for the vid. God bless

You have to do a "hostage" activity in the region, and it will give you a bounty in the region.
