Great work it is definitely hard to make an accurate power level list but vegeta's blue evolution was at the simaler power level as goku's blue kaoiken ×20 and ultra instinct omen was on a completely different level
Just to say ultra instinct is not a power up
Blue Evolution or Royal Blue is (I think) 25x stronger then SSJB which would give it a 25% power increase over Super Saiyan Blue Kaioken x20. And it doesn't drain as much stamina.

The over 9000 was a dub error. In the manga it was stated to be 8000 and in the Japanese sub it was also 8000. And then, later on they fixed the over 9000 scene.
With dangerous power levels like theirs, it makes me like DB more.

I think I’ll say Goku in his full power vs Cell had to be fared stronger than just a 400,000 power level difference with Vegeta. Hypothetically speaking g if Vegeta’s pier level is 1.8 billion. Then Goku should be at least 3-3.5 billion, because Goku has completely outclassed as Vegeta admits to. So the power gap had to be staggering for someone who is as prideful as Vegeta to admit that.
