Dragon Ball Super Power Levels and Dragon Ball Heroes Power Levels are all fan made and original, based on official power levels from the databooks, manga, anime and the daizenshuu guidebooks.
Notice how after Frieza starts training in hell he never goes back to his old forms? Those forms were created because he couldn't control his power in his true form. After training he now has that control so he can stay in his true form.
That is a cool thought I wonder what his others forms power level would be the same as in the names saga or stronger

How do you give Vegeta a massive boost during the ToP but then have his base form so weak in the Broly arc?

Yes.
The boost it gives him is because it is the transition from SS Blue to SS Blue Evolution, his power in Blue increases because he is breaking his limits and transforming but he had not completed it yet, it is like Goku with Ultra Instinct, while he is fighting, he adapts until he manages to "break the barrier" and transform, in fact Macky specifies that he is "adapting to Jiren". It is normal that his base power does not increase. The increase in his power was not a brute force increase, it was because he was about to transform, that's my humble opinion, I hope I explained myself well.
The whole time between the beginning of the Android Saga and the end of DBZ, Frieza was in hell.

Honestly he surpassed Golden Frieza a long long time ago. Eventhough it seemed to be a trade off it's whenever they encountered each other or were on the same team Vegeta was more than capable of taking Frieza out. If they were going to fight again, guaranteed Vegeta will win with some minimum difficulty.

When he Frieza came and Gohan sensed his power, he said " That's nothing. His power goes way beyond than that." or something along those lines in the manga. Meaning surpressed Mecha Frieza was weaker than 70% Namek Final Form Frieza(the last form Gohan canonically could've sensed before he left to Earth)
That would explain how Trunks was able to tank Frieza's attacks. Since he never let Frieza go full power.
