Nah this Garou is nerfed. Garou gets better and better the more he fights learning his opponents moves and even able to predict their movements. Kinda like an enchanted version of Spiderman's 6th sense
Since it's only hero hunter Garou and the avengers are definitely better than the A and B class squad that came to capture him in the anime I'm not surprised the power levels match up.

Garou can copy levels of power as shown when he reached a serious Saitama's level through copying him. If he can manage to copy Thor or someone of significant strength on marvels earth he should be good. The only reason Saitama beat him was because his growth rate was even faster then garou's copying and growth rate could keep up with. Garou was able to copy a serious Saitama's full power. You have to have a crazy faster growth rate then garou or oneshot him before he can copy your level of power. And once he copies your level of power you have to worry about his growth rate because he was growing stronger while fighting Saitama to it's just Saitama was growing much faster.

And find a very strong individual like Thor or maybe Hulk. When he is being defeated and reaches the "Cosmic Fear" form he could be a worse monster than in One Punch Man, since having access to all the energies of the Marvel universe, he can use things like Dark Force, Chaos Magic, The Cosmic Power, OLD POWER, Force of Fate, Phoenix Force, Enigma Force, Odin Force, Primal Power.
I think you're just downplaying the Avengers like everyone else who says that. I can't see how Garou is being weak in this video. This seems almost entirely accurate to what would really happen.

Garou is quite intelligent, he's not going to hit things that he knows he can't break, plus you took away his other abilities like grappling and kicking, against attacks. He's a chosen one of the martial arts! Able to use his water fist ability inherited from Bang and it is very destructive, his speed is still quite low compared to the anime, but still a good video.

As for black widow and the other guy if not in distance they would be destroyed easily. In the end i dont think the result would change but at least he would have defeated 2 of them.

The only Avengers, in the movie, I can see beat Garou is Hulk and Thor.
Notice how hulk isn’t in this, I feel as if Garou does in fact go into monster form, Hulk will probably appear to go Toe to Toe with him
