That could be because it seems like some of the voicelines are done in a british accent while others seem to be more akin to a young america accent, that way be what you are picking up on

They haven't added it yet, maybe in a future update. probably as they didn't find voice actors for these countries they just used the English language just to occupy them temporarily instead of leaving them mute.
