A reservoir is supposed to have a lower catch pad. So if the spillway fails the catch pad below catches the water so it can't lead to flash floods. Secondly its to small a spillway for the size of lake.
Sounds as if water management is not executed in Illinois. Or perhaps money for that job position is being used by Tahoe Tiffany on hair care and a makeup person.
So town was not monitoring dam closely to evacuate residents and now basically no way out.
