You can absolutely grow Moringa in Tucson. Tucson is just a little cooler in the winter by maybe 5°f. You'll just have to keep an eye on the winter weather between December and January.
I am a health conscious person so initially I would not recommend smoking anything at all whatsoever. But I suppose you could give it a try, this tree is heavy in mineral and metals and other micronutrients. So it may be a little rough on the lungs.
One of the nicknames of this tree, is the horseradish tree because it is very spicy. So if you have tried smoking anything that has spice compounds in it, and you enjoyed it, then you could give this a try too!

We dry some of ours and add it to our coffee. We mix it right into the coffee container.
