Well France uk and ussr knew they weren’t and were trying to demilitarize but Poland had a very weak and old military like France in ww1 and they couldn’t militarize as fast as a industrial power like France or Britain. Especially when you regain Independence for just 22 years after not having it for 123 years, that's when The Polish-Lithuanian Commonwealth got riped apart by Tzar Russia, Hapsburg Austria and Prussia in 1795 after the III partition.
