Sega didn't make this game though, and this was made way before Sega aquired Atlus. This released on the Super Famicom first (SNES in North America and Europe) and then was ported to the Sega CD. Plus this was never localized because both Nintendo and Sega were afraid of backlash from religious groups in the west. Both wanted to be edgy, sure, but they didn't want to touch on the subject of religion outside of Japan.

You can do some rough translations of some of those cutscenes based on the SNES translation patch. Here's some extremely rough translations: Law Flooded Tokyo: "In front of me was a Tokyo cleansed by God. The Millenium Kingdom that will offer endless happiness to the people is almost here." Law Ending: "Guided by a voice, we found ourselves at the top of the Great Cathedral. What was waiting for us there, was an alter prepared for God's descent, alongside his angels. His message was: *Do not worry about our Savior, for he is along side God, worshiping him in happiness and peace in the Millenium Kingdom.* . Although we did good on our battles, there were still many people that needed our guidance and only when those people are saved that He can finally descend upon us and the everlasting Millenium Kingdom can begin." Law Staff Roll voice: "However, living in a world bound by God, is that truly happiness? Was my choice really the right one? Chaos Flooded Tokyo: "What was in front of me could no longer be called Tokyo. So that something like this is never repeated, God's plan must be stopped." Chaos Ending: "Guided by a voice, I made my way to the top of the Great Cathedral. Rokun asked me if I could feel it, the planet, the galaxy, the universe and in there I saw it, the thread to connected all, including myself. Yeah, interestingly enough the iris of his eye is colored amber/yellow here (we've never seen his eye color in any other official art as well it seems), which is something we see in quite a few human-turned-demon/half demon characters in the series. Such as SMT 1's Chaos Hero, Infernal Tokyo Akira, Jimenez (Although his eyes are yellow regardless if he's transformed or not, so maybe he doesn't count). If we also want to get more inclusive with the warm eye colors meaning demonic powers or something, Satan's human form in SMT II and Hallelujah both have red colored eyes. Which could possibly be related to how they're related to/are law demons. Although the most interesting demonic character and why I bring this up for the most part entirely is because of the Demi-Fiend, who fits this description of demonic humans with yellow eyes as well. He's the most interesting case though since he's got the power of "Magatsuhi" within his veins. Magatsuhi is rather similar to Magnetite (hell it's generally part of the "Atlus renaming things between games to keep things separate for fans who want it that way!" trend anyways), and as we see in Apocalypse's Stephen bossfight DLC, Stephen's body is overflowing with Magnetite.

If Sega wanted to show that they were hardcore in the 90s this could have been a great game to localize.
