Government 'not putting quantity over quality' on apprenticeships

The government is aiming to create an extra 10,000 places every year for apprenticeships.
Ministers are allowing employers to "have more flexibility" around things like requiring English and maths qualifications.
However, Education Secretary Bridget Phillipson insisted that would not affect standards.
