Actually, Dr.Livesey's height and size is somewhat inconsistent in the beginning of the movie. In the scene when they move to Bristol, you could the actual height of Dr.Livesey (he is very, very tall.) And judging by this scene, they had to make him smaller, because if they drew this same scene with his actual height, he would've not been able to even enter the bar.
This is a reference to a cult Soviet TV series "17 moments of a spring" about the last months of the Hitler Germany. Same file reports there were collected by a Soviet intelligence officer "Shtirlitz" about all the leaders of the Hitler Germany.
Who would've thought that Jim turned out to be a master of Hokuto Shinken! The whole "turn you into a blob after landing several punches and kicks" feels like something straight out from Hokuto no Ken. XD Now all it needs is a video edit where someone adds in the AAATATATATATA! voice effects with You Wa Shock playing in the background.

They just threw a couple of frames in there for fun. Rock was conquering the world in the 1980's so in a couple of animated scenes (after Billy Bones died and after the fight scene in Part 2) there're some parts that are simply cool looking rock music videos.
