One of the best things about this anime is the journey is so unique. Saitama has no journey in front of him for strength (the common anime/hero trope), but has a huge one in front of him in terms of mental and emotional growth. It's brilliant how it grabs you with the comedy but the character growth and deeper social commentary is really the journey. Then, Genos checks the box for the struggle and cool fight sequences along the way. It has it all.
Not sure what mental or emotional growth you think Saitama under takes lol. One's writing is S tier using great use tropes in anime to break expectations and make meta jokes. In the case of OPM the twist makes Saitama's strength the antagonist that has robbed him of his hero's journey while the all the anime tropes, shonen formula, and villians are effectively the protagonists going on the journey to overcome the antagonist.

Saitama too but a show like this would no work if he was the main one. Saitamas struggles are philosophical more than anythinng else which makes this so so incredibly versatile and 3 dimensional. How serious it is completely depends on how serious you want it to be. You can chose to just follow the action or the humor without the show losing value. But if you really start thinking about Saitamas issues, there are some really dark themes there. One of the best lines in the show is in the first episode where he says "In gaining this strengh, have I lost something essential for being human?" Thats a pretty heavy qustion.
