It's a spin-off against Barricade as two different characters... but they're decepticons on different chapters.

Kinda funny that they have the same animations just like the playable characters, i think they knew that we will try to add then on the game

Its because they are part of the gameplay. Bonecrusher is an npc in a starscream mission and brawl is a boss in the autobot campaign. So they have their own animations when you see them but you just dont play as them
