if I connected this to an ipad, would it also charge the ipad at the same time?

No it would not, unfortunately, these ports are only transmitting data, no power. Additionally, iPads don't allow serial connections in Safari so even though you can use Xchart on an iPad, you cannot use an iPad as the device that is gathering the vitals data.
