Does that mean that if I am looking at the Bazi of a person born in say 1980, I have to add 30 mins to the time of birth stated on the birth certificate?
Well, no, it is relating the longitude of Singapore 103.8. and the GMT time zone in use when the person was born. Prior to 1982, and dated back to 13 Sept 1945. The GMT in use was 112.5 degree. 112.5-103.8=8.7 and each degree is 4mins. 8.7x4=34.80. To convert to local solar time born between 13/sept/1945 to 31/Dec/1981. Need to take away 35 mins. For those born after 1982 it need to take away 65mins. 4x (120-103.8) Hope this help.
