From maricar`s description, it sounds to me like baronga(i?) is a community, in that sense, we have "baronga" in cities of China too. staff of community collects and files info. of every citizens living in their community, help solve daily trivial problems, convey new policies, new regulations from city administration, it`s smallest segment of a city which facilitates effectiveness of gorvenmental management. (we have some granma of community, who knows everything about community😎)I`m more curious about Poland though.😁

Th bureaucratic process is a nightmare in the phil’s ..they can be very rude…these officials have very much a chip on the shoulders in my experience. Much like all governmental workers…lol they should be the very opposite in nature. Governments should aim to be smaller not larger with the bureaucracy reduced to a minimum. I vehemently believe this is one of the main causes for the suppression of the Filipino…not getting on. You guys are the epitome of a modern couple ..GTLA.
