3 yards of dress fabric - I used a woven linen with no stretch but i recomend a stretch knit or spandex after seeing the costume in person.
sleeves - a lot (2-3 yards each) of a sheer fabric
clay
mold builder
craft foam
rub and buff
spray paint
bottle caps

If your budget can't afford Worbla, craft foam will mold similarly with heat and will work in place of the Worbla. But it is more flimsy and likely to tear. Worbla will definitely give you a better crafted, sturdier build that will last through a lot more wear and tear.
