Does this convince you to build more new rental housing?

Land is still expensive in Toronto. And i don’t see that coming down anytime soon.
Still the key is interest rates.
Finding home for 1.1 m like you said will be tough.
But the GST is a start.

      They’re targeting small scale / mom&pop builders

Where can we look for help filling up the rebate form? (We bought a home last year and finally found a renter). How do we determine the fair market value? (home is worth more than 450$K).

We filed a few rebates, and some asked for an appraisal and others asked for a realtor’s letter of opinion - so it depends on the agent that gets assigned to you. There’s a guide on the CRA website, but if you have any specific questions, the best bet is to call CRA directly www.canada.ca/en/revenue-agency/services/forms-publications/publications/rc4231/gst-hst-new-residential-rental-property-rebate.html
